Italy has 97 universities, 67 public and 30 private. They include the world’s oldest continuously operating university (Bologna, founded in 1088), Europe’s largest engineering school (Politecnico di Milano), one of the world’s most respected business schools (Bocconi), and the largest university in Europe by enrollment (Sapienza Rome with 113,000 students).
The right university for you depends much more on field, language of instruction, and city than on absolute rankings. Italian universities cluster strongly by speciality: Politecnico di Milano dominates engineering and design, Bocconi dominates business, Sapienza dominates classical humanities, and Padova or Pisa are the safe academic choice for sciences. This 2026 guide breaks down the top 10 for international students, what each is genuinely best at, and how to apply.
This is part 3 of a three-article Italy cluster. For the country overview, read Study in Italy 2026: Complete Guide. For the funding side, see Italian Government Scholarships 2026.
How Italian universities rank globally
The QS World University Rankings 2026 and Times Higher Education 2026 place several Italian universities in the global top 200:
| Italian university | QS 2026 | THE 2026 |
|---|---|---|
| Politecnico di Milano | ~125 | ~165 |
| University of Bologna | ~155 | ~175 |
| Sapienza University of Rome | ~135 | ~205 |
| University of Padova | ~225 | ~250 |
| University of Milan (UniMi) | ~285 | ~300 |
| University of Pisa | ~300 | ~290 |
| Politecnico di Torino | ~315 | ~410 |
| Bocconi University | top 5 globally for Business and Management | ~245 |
| University of Naples Federico II | ~365 | ~310 |
| University of Turin | ~445 | ~400 |
| Sant’Anna School of Advanced Studies (Pisa) | special category | top 30 small institutions |
| Scuola Normale Superiore (Pisa) | special category | top 50 small institutions |
Bocconi’s QS overall ranking is misleading because Bocconi is a specialised business and economics school. Its QS Business and Management Studies ranking is in the top 5 worldwide alongside Harvard Business School and London Business School.
For most international applicants, ranking matters less than program-specific fit. A master’s in machine learning at Politecnico di Milano carries more weight in industry than a master’s in machine learning at a higher-ranked but less-specialised university.

Application strategy
A reasonable target portfolio for an international applicant:
- One stretch program at a top-tier university (Bologna, Politecnico di Milano, Sapienza, Bocconi for the right field)
- Two realistic programs at strong universities (Padova, Pisa, Politecnico di Torino, UniMi)
- One safe program at a smaller or mid-tier university with high acceptance rates
Apply to all 4 in parallel. Each application takes a few hours once your core documents are ready. The Italian system does not have a centralised cap (no equivalent of UCAS’s 5-application limit).

How to choose between Italy and Germany
Both countries offer near-free tuition and high-quality higher education. A simple decision framework:
Choose Italy if: - You want lower cost of living (especially in mid-sized cities) - Your field is humanities, arts, design, classics, or fashion - You want lifestyle factors (climate, food, walkability) - You qualify for ISEE Parificato (low family income certificate) which makes tuition under €500 per year - You are from a country eligible for MAECI scholarship
Choose Germany if: - You want broader English-taught program selection (1,930+ vs 1,000+) - Your field is engineering, computer science, or sciences - You want stronger industry placement after graduation (Germany has labour shortages) - You want the broadest scholarship ecosystem (DAAD plus 6 political foundations) - You want an 18-month post-study residence permit (Italy gives 12 months)

Frequently asked questions
Are Italian university degrees recognised internationally?
Yes. Italy follows the European Bologna Process. Degrees from Italian public universities are recognised across the EU and broadly elsewhere. Top universities (Bologna, Politecnico di Milano, Padova, Sapienza, Bocconi) carry strong global reputation.
Do I need Italian to study at top Italian universities?
For most master’s programs at the universities listed above, no. Politecnico di Milano, Bocconi, Bologna, Sapienza, Padova, and others have extensive English-taught programs. For undergraduate programs, Italian B2 is usually required. For Italian-taught master’s, B2 is standard.
Are Bocconi or LUISS worth the tuition over public universities?
For business, economics, and management: yes, often. Bocconi’s industry placement (McKinsey, Goldman, Bain) and brand recognition justify the cost for many applicants targeting consulting or finance careers. For other fields, public universities offer comparable academic quality at a fraction of the cost.
How competitive are admissions at top Italian universities?
Politecnico di Milano top engineering programs admit about 25-40% of applicants. Bocconi top master’s programs admit 15-25%. Bologna and Sapienza are typically 40-60% acceptance for master’s, higher for bachelor’s. Sant’Anna and Scuola Normale Superiore are highly selective (5-15%).
Should I apply to the top universities even if I am borderline competitive?
Yes if you are at the borderline. Application costs are low (typically €30 to €60 per application). The cost of not applying to a stretch program is much higher than the cost of being rejected.
Are there top universities in southern Italy?
Yes. University of Naples Federico II is large and strong in sciences. University of Bari, University of Catania, University of Palermo, and University of Salerno offer solid programs at lower cost. Southern Italy generally has lower acceptance competition and dramatically lower cost of living than Milan or Rome.
Can I transfer between Italian universities mid-degree?
Yes for bachelor’s, with credit transfer evaluated by the receiving university. Master’s transfers are harder because programs are typically 2 years and tightly integrated. Always check before assuming a transfer is possible.
Do Italian universities accept Duolingo English Test?
Most do as of 2026. Bologna, Sapienza, Padova, Politecnico di Milano, Bocconi all accept Duolingo with minimum scores typically 105 to 115. Verify on each university’s specific admissions page; some private universities still require IELTS or TOEFL only.
Are PhD positions at Italian universities funded?
Yes. Italian PhD positions are typically employee contracts paying €1,300 to €1,400 per month net. Tuition is fully covered. Selection is via national PhD competitions (concorsi) advertised annually.
Can I work part-time as an international student in Italy?
Yes. Non-EU students on a study visa can work up to 20 hours per week. Italian student wages are €7 to €15 per hour depending on the role. Tutoring (€15 to €25 per hour) and university assistantships (€10 to €15 per hour) pay better than hospitality.
